RULES ON THE ORDER FOR THE TERRITORY OF VITOSHA PARK COMPLEX (THE COMPLEX)
located in Sofia, Vitosha region, q.Simeonovo, No. 9-25 “Arh. Nikola Lazarov” Street, and their adjacent/common areas on properties with identifiers 68134.2044.851 and 68134.2044.503
(pursuant to Art 11, Para 3 и 5 of the Condominium Ownership Management Act)
- General Dispositions
- These rules shall arrange the relations between the owners/occupants/users/guests of the land, objects and public areas in Vitosha Park complex, located in the city of Sofia, “Vitosha” region, No. 9-25 “Arch. Nikola Lazarov” and their adjacent/common areas located on properties with identifiers 68134.2044.851 and 68134.2044.503 for the purpose of establishing, maintenance and controlling of compliance with order in the complex, as well as the maintenance and protection of the common external parts, fence, green areas and spaces between the blocks, their adjacent areas, the general underground and above-ground infrastructure, facilities, incl. and the entire area of the streets and sidewalks network on the territory of the complex.
- Owners of individual objects, parking places and other objects of the territory of Vitosha park complex, members of their families, users, residents, including tenants and members of their families, as well as all visitors, guests of the complex shall be obliged to strictly observe the regulations of these Rules and Condominium Ownership Management Act (COMA) and the Ownership Act (OA) when exercising their rights and during performance of their obligations.
- The execution of the acts of the authorities of the Condominium Ownerships (COs) in the complex, objectified in minutes of decisions of Joint General Assembly (JGA), including their appeal, is carried out according to the order provided for in the COMA.
- Management of the complex
- Management bodies of the complex shall comprise as follows:
1.Joint General Assembly (JGA) of COs;
2.Management Board (MB)/Manager.
- Control Board (CB)/Controller;
- Cashier;
- (1) The Joint General Assembly (JGA) of the COs can adopt decisions on all issues concerning the order of the territory of the Vitosha Park complex, the use and maintenance of the common parts between the individual condominium ownerships, their adjoining areas, the street infrastructure, incl. sidewalks, green areas, children’s facilities and attractions, general infrastructure, incl. underground and above ground, facilities, security and access control systems, incl. the entrance barrier and video surveillance system, etc., including (but not limited to):
- adopt, amend and supplement the Rules for order on the territory of the complex;
- elect and dismiss members of the Management Board (Manager), a Treasurer, members of the Supervisory Board (the Controller);
- determines the amount of cash contributions and distribution of fees due for the costs of managing and maintaining the common parts of the COs on the territory of the complex, as well as the amount of cash contributions to the “Repair and renovation” fund.
- adopt an annual income and expenditure budget and approve the annual reports of the Management Board (Manager);
- for carrying out repairs, major renovation, reconstruction and remodeling of the common parts between individual condominiums and other activities in the common parts and adjacent areas between them on the territory of the complex, including in accordance with the implementation of measures prescribed by competent authorities.
- adopt amendments to the plan for repairs where unforeseen expenditure is incurred;
- for the assignment of activities for the maintenance of the common parts and adjacent areas between the individual condominiums on the territory of the complex to a legal or natural person for a fee, also determining the specific powers of the Management Board (Manager) that can be assigned to these persons for implementation;
(2) The Joint General Assembly may authorize its representatives to carry out specific activities/actions or to manage parts of the general infrastructure and facilities, incl. controllers for doors, barriers, service rooms and other common property of the condominiums in the complex;
(3) The Joint General Assembly may not refuse to accept a decision to incur expenses that are necessary for the maintenance or restoration of the common parts and adjacent areas between the individual condominiums on the territory of the complex or in cases where urgent repair of common infrastructure that creates a danger to the health and life of people in the complex.
- (1) The Joint General Assembly (JGA) of the COs is held when there is a need to resolve an issue that is related to common parts of two or more condominiums, for the participation of which the condominiums broadcast an equal number of representatives.
(2) In the organization, convening, conduct and announcement of the decisions taken by the Joint General Assembly, the relevant provisions of the COMA shall be applied.
(3) The Joint General Assembly (JGA) is called at the initiative of the management board (manager) of one of the condominium ownerships and is held according to the general rules for holding a general assembly under the COMA.
(4) Decisions of the JGA are adopted by a majority of two thirds of those present.
(5) The JGA is held at a suitable place in one of the condominiums, its adjacent area or at another place near it, when it is held in person.
(6) The JGA can be held in a mixed mode of work – in person and online through a video conference connection, guaranteeing the establishment of the identity of the participating persons, in case there is technical provision for this. The participation and voting of these persons shall be noted in the minutes, together with the manner in which they voted – “for”, “against” or “abstention”, and the substance of their statements. The invitation is also sent by e-mail to the owners, users and residents, if they have provided one.
- (1) The executive body of the COs located on the territory of the Vitosha Park complex, with regard to the decisions concerning the territory of the complex, which is outside the independent scope of the individual CO, is the Management Board/Manager of the JGA or other persons authorized by the JGA, engaged in specific activity and/or rights to manage separate common parts, facilities or infrastructure in the complex.
(2) The Management Board (Manager) shall be elected for a term no more than two years.
(3) The management board, when such a form of management is chosen, consists of an odd number of members determined by a decision of the JGA, but not less than three.
(4) Members of the Management Board shall appoint a Chairman among its members.
- With respect to the operation and powers of the MB as well as for appointment of new MB the relevant provisions of the COMA shall apply.
- A control board (controller) is elected for a term of up to two years and has the powers specified in Art. 24 of COMA.
(2) The control board consists of three members who elect a chairman from among their members.
- When choosing a new Management Board /Manager/ or Cashier, the stored documents, keys to common areas, electrical and information boards, controllers, readers, chips, etc. equipment, joint ownership of condominiums on the territory of the complex, as well as passwords for access to the common video system of the complex, the Wi-Fi routers for the Internet and the systems for controlling access to the complex through a built and installed barrier and door controllers to the complex (if any), as well as the passwords for other common systems, incl. for the e-mail account of the Manager/JGA, if any, as well as the available cash and other funds are handed over within 15 days from the date of registration to the newly elected management board (manager), treasurer or other a person chosen by the JGA with a handover protocol, which is signed by the members of the previous management board (manager), by the members of the newly elected management board (manager), by the chairman of the Control Board/Controller/ and by the treasurer, in the event that such bodies are selected by the JGA.
- The provisions of this section are also applied when the condominiums on the territory of the complex is managed by an Owners’ Association, in which case the General Assembly of the Association can also adopt decisions on concluding contracts with third parties, on changes to the agreement for establishing the association and for its termination.
- Establishment and observance of internal order in the building
- (1) The owners, residents, tenants, users, visitors and guests in the complex are obliged to use the technical equipment in the complex, such as doors, barriers, subscriber stations, electrical installation, irrigation system, water treatment plant, children’s playground, sports facilities, recreation areas, green areas, barbecue areas, public infrastructure, etc., in accordance with this regulation and the special instructions and instructions for their operation and management.
(2) In the event of accidents, damage and/or destruction of installed technical equipment or parts of the infrastructure of the complex, the Chairman of the JGA (Manager), the manager of any CO or another member of the governing bodies of the condominiums in the complex should be immediately notified in order to limit of damages and timely restoration of damages.
- The owners, residents, tenants, users, visitors and guests are obliged not to allow pollution of the common areas, the places for common use and the adjacent areas around the buildings in the complex. If certain activities in these spaces have caused contamination, the waste must be removed immediately after the activity is completed.
- The owners, occupants, tenants, users and visitors are obliged not to allow minors and minor members of their families or persons temporarily residing in the complex to carry out actions that violate the established rules of order on the territory of the complex, cause greater than usual anxiety to occupants or cause damage to the common/adjacent areas.
- (1) The owners of the Condominiums they are visiting are also responsible for the behavior of the visitors, in respect of compliance with the rules established by these Regulations.
(2) In the event of damage to common parts or technical equipment by visitors, they bear joint property liability with the owners.
- (1) The Management Board (Manager) of each condominium is obliged to create an organization for the immediate removal of snow from the sidewalks, platforms and stairs in front of the CO entrusted to it, as well as the removal of icicles and accumulations of snow that create obstacles for pedestrians. For this purpose, a schedule is drawn up for cleaning the snow by the residents.
(2) The owners, occupants and tenants are obliged to strictly comply with their obligations in fulfillment of the organization established under paragraph 1, according to the specified schedule.
(3) In the event that the snow removal activities of the complex are entrusted to an external company with which the condominiums have a maintenance contract, the Management Board (Manager) of each condominium is obliged to monitor the quality of execution of these activities and to notify the responsible persons in the company if there are gaps or unsatisfactory performance of these activities.
- The Chairman of the Management Board (Manager) of the JGA, a person authorized by them or the maintenance company of the Vitosha Park complex, if a contract has been concluded with one, are obliged to draw up and regularly keep a Book of owners in the complex under Art. 7 of COMA.
- The managers of the COs, as well as the owners of independent objects on the territory of the complex, are obliged to submit their, the members of their households, their residents/users/tenants and the animals they keep in the condominium and are subject to removal, data to The Management Board/Manager or the maintenance company in the complex, for entry in the Book of Owners within 15 days of acquiring the right of ownership or use, as well as when renting out the independent object or entering into another legal relationship.
- Playing outdoors, singing, loud and cheerful speech, the use of sound systems, machines, noisy electrical appliances and air conditioning systems, the performance of production activities and repair works that disturb the peace of the residents of Vitosha Park are prohibited during the time of 22 to 8 a.m. and from 2 to 4 p.m. Exceptions are allowed only with the permission of the Chairman of the Management Board or the Manager of the JGA or the representative of the maintenance company on the territory of the complex.
- The lighting of fire, barbecues and the use of electric and gas grills are prohibited in the common areas of the complex, except in the areas designated for this purpose.
- When carrying out repair work in any of the independent objects, which require a temporary suspension of the water supply/electricity supply to other independent objects on the territory of the complex, the respective owners are obliged to place a notice in a visible place, indicating the time during which the water supply/electricity supply will be stopped. The notification is placed no later than 24 hours before the water supply/electricity supply is stopped.
- The installation of antennas on the external walls and balconies, on the front side of the building, as well as the lowering of cables on the facades and pipes, which deteriorate their aesthetic appearance, are prohibited.
- Storage of items and drying of clothes placed above the level of the railing on the balconies on the front side of the building is prohibited.
- The use of structures for stretching clothes from the balconies and windows on the front side of the building is prohibited.
- (1) Washing of carpets, clothes and bed linen is carried out only in the places designated for this purpose.
(2) When there is no designated place for stomping, it cannot be done from the balconies and windows on the front side of the building.
- It is prohibited to place poorly secured objects on the balconies and windows, endangering the security and creating a danger to the life and health of the citizens.
- Throwing and igniting bombs and other incendiary and explosive objects and mixtures on the territory of the complex is prohibited.
- It is forbidden to store easily flammable materials in the attics and basements/storage rooms of the condominiums, if the fire safety rules are not followed.
- Items, construction materials, flammable or dangerous substances, waste, construction materials and other items for personal use may not be placed on the landings, stairs and other places for public use on the territory of the complex.
- The pouring of water and the disposal of waste, as well as the direct discharge of smoke and gases through the windows, balconies and staircases of the building, are not allowed.
- (1) It is prohibited to dispose of diapers, sanitary towels, wet wipes and any other materials and things that are difficult to decompose in water, including construction materials, waste, liquid hazardous substances, motor oils and other petroleum products, etc., in the sewers.
(2) In the case of establishing the cause of the blockage or damage to the sewer, the costs of its restoration are entirely at his expense.
- The use of unauthorized/non-standard and self-made electrical, including chargers, devices in the external common areas and adjacent areas of the condominiums on the territory of the complex is prohibited. The modification or construction of additional electrical networks around the buildings, if this is required or if this is carried out as a result of repair activities or force majeure circumstances, is carried out only after obtaining the relevant permits according to the law established for this order.
- In connection with exercising the right of access to their properties and increasing the security of the owners/tenants and visitors of the CO and the objects for public use in the Vitosha Park complex, they all undertake to strictly observe the generally accepted rules for the order of the territory of the complex, as well as the regulations for the internal order of condominiums, including to present their identity documents upon request to the security of the complex and to the authorities of the Ministry of Internal Affairs, as well as to strictly comply with their instructions.
- Signs, advertisements, announcements, inscriptions, messages, graphic signs, posters, corporate signs and the like may be placed on the exterior walls, windows, roofs or doors of the building, in the order provided by the relevant laws and provided that their future removal does not involve damage to the respective objects on which they are attached.
- The use of the common and adjacent parts of the complex for purposes other than those provided is prohibited; the cutting, tearing and uprooting of flowers, tree species and their branches, as well as passing through the designated lawns.
- It is prohibited to damage and destroy road, sidewalk and garden surfaces and facilities; of lighting fixtures and equipment and of any other property located on the territory of Vitosha Park.
- Access control to the complex
- (1) The Joint General Assembly of the COs adopts decisions concerning the provision of 24/7 controlled access to the complex by installing a „chip“ system for locking/opening/closing the entrance doors to the complex, including by installing an intercom system, intercom or other type of two-way communication system with the owners in the complex. The cost of this is met from the Management and Maintenance Fund or the Repair and Renovation Fund as appropriate.
(2) The Chairman of the Management Board, respectively – the Manager, persons authorized by the JGA and/or an external maintenance company, if a contract has been concluded with one giving it the necessary rights, administer the controlled access devices, add/remove/edit access to the doors to the complex, issue chips /maps/remotes/accesses, according to the voted and adopted decisions on access to the Vitosha Park complex, voted by the Joint General Assesment (JGA) of the condominiums.
(3) Costs for chips/cards/remote are for the account of the owner/user/occupant, unless condominiums decide otherwise in their Joint General Assembly.
(4) It is strictly forbidden to leave the entrance doors to the complex open and unattended! An exception is made only for loading and unloading activities and only during their execution, under constant supervision by the owner/lessee. Violators are fined BGN 50.
- (1) The Chairman of the Management Board, respectively – the Manager, persons authorized by the JGA or an external maintenance company, if a contract has been concluded with one giving it the necessary rights, administer the controller of the access barrier to the complex.
(2) The persons under paragraph 1 are called Super Administrators and they have full access rights to the barrier controller and its functionalities.
(3) Super Administrators are entitled to grant card/chip/remote/accesses management rights to the manager of any CO or other relevant CO authorized person, as well as to individual owners of parking spaces, owners of land or individual objects, but only within and in relation to the size of their property or that which they manage/represent in the complex.
(4) The persons under paragraph 3 who are given active rights by the Super Administrators are called (Ordinary) Administrators and they have limited rights on the barrier controller, only within their property or CO entrusted to them, with which they can manage the cards/chips /remote etc.. Rights are active that allow entering/editing data in the corresponding module of the controller to which access is granted.
(5) Administrators and Super Administrators add/remove/edit chips/remotes/accesses for the entrance barrier of the Vitosha Park complex to the owners/users/residents of the complex as necessary, depending on the voted and adopted access decisions and rules for order in the Vitosha Park complex, voted by the JGA and GA of CO.
(6) The Joint General Assembly (JGA) of COs may decide to authorize a natural or legal person to administer the access rights through the barrier of the owners/users/occupants of the complex.
(7) Chips/cards/remote costs, if the ones initially distributed are lost or insufficient, are at the expense of the owner/user/occupant of the complex, unless otherwise decided by the JGA of COs in Vitosha Park.
(8) Administrators receive assistance and guidance in administering barrier access from Super Administrators elected at a JGA of COs in Vitosha Park.
(9) Every owner of land, parking space or independent object on the territory of the Vitosha Park complex has the right of access through the barrier of the complex, and the same is obliged to have paid all costs for management, repair and maintenance, voted on by the JGA of COs and objectified in decision protocols or in concluded contracts for the maintenance of the Vitosha Park complex.
(10) In case it is technically possible, Administrators and Super Administrators can also grant passive access rights to the barrier controller to owners in the complex. The rights are passive, which enable only the review of the entered information to the module to which the corresponding access is granted, without the possibility of editing.
- In the event that a technical solution is implemented to remotely open barriers and doors to the complex, owners who have access to this function should exercise this right with caution and a sense of responsibility, otherwise their access to this functionality may be terminated.
- Every motor vehicle on the territory of the complex can be registered in a common database with information about its registration number, brand, model, names of its driver/owner, contact telephone number and/or address for the purposes of security and ensuring quality service management and maintenance of the territory of the complex.
- The data in the “Motor Vehicle” register are provided voluntarily by the persons upon entering the territory of the complex. Data from this register is stored for a minimum of 30 days.
- The Management Board/Manager of the JGA, other persons authorized by JGA or the company for maintenance and/or security of the complex shall maintain a “Motor Vehicle” register, in case such is technically available.
- To protect personal data from accidental or illegal destruction, from illegal access, from modification or distribution, as well as from other illegal forms of processing, the Management Board/Manager of the JGA, other persons authorized by the JGA or the company for maintenance and/or security of the complex organize and take measures in line with modern legal and technological requirements and the risks associated with the nature of the data to be protected.
- The data in the “Motor Vehicle” register is intended to prove unscrupulous acts against owners, users, tenants, residents and visitors and/or their personal property, which occurred on the territory of the Vitosha Park complex.
- The following have the right to access the data in the “Motor Vehicle” register:
- The persons to whom the data in the register refer, at their express request;
- External maintenance company with which the complex has a contract;
- Management Board/Manager of JGA;
- Managers of condominiums;
- State bodies, duly legitimized with relevant documents and written orders of the relevant body, which state the reason, the names of the persons to whom it is necessary to provide access to the personal data.
- Animal husbandry
- (1) Owners/users/occupants /tenants have the right to keep domestic animals in their own premises, strictly complying with the legal requirements for this without causing disturbance to their immediate neighbors, and they are not allowed to keep them on terraces, parking spaces, balconies or in the common or adjoining common parts of the buildings.
(2) It is forbidden to shelter stray dogs or other animals in the common areas of the building and the complex, incl. entrances, stairwells, parking spaces, green areas, as well as adjacent areas to the COs.
(3) Any activity that deteriorates the good appearance of the buildings and common areas in the complex or creates a prerequisite for the spread of infections, diseases and epidemics, as well as creates concern and inconvenience for citizens, is prohibited.
(4) It is forbidden to accumulate garbage on the terraces of the building and parking spaces, which deteriorate the good appearance of the building or are a prerequisite for the formation of shelters for stray animals and people.
- According to Art. 172. of the Veterinary Medical Care Act, pet owners are obliged to:
- to take measures so that animals do not contaminate public places by cleaning the place after defecation;
- to take measures so that the animals do not pose a danger to people or other animals;
- to take measures to prevent unwanted breeding of animals;
- when using them for reproduction, to take into account their physiological, anatomical and behavioral characteristics and not to allow their health to be endangered.
- Owners are responsible for cleaning up after their dog and disposing of their pet’s excrement in designated areas.
- The owners are obliged to fulfill the requirements of the relevant legal acts when raising animals in their private facilities and not to cause disturbance to their immediate neighbors.
- Dog owners are obliged not to disturb the peace and hygiene of the members of the condominium.
- The owner is obliged to prevent any manifestation of unreasonable aggression of the dog, manifested in public places and in situations threatening the life or health of people and animals.
- The owner is obliged to take measures to prevent the animal from just leaving the place of breeding, entering other people’s property or in public places.
- It is forbidden to walk dogs without a leash in the common areas of the complex, and in case the breed and/or behavior of the dog is such that it creates anxiety and fear among the residents of the complex, it must also be muzzled.
- It is forbidden to let domestic animals out for a walk in the common areas of the complex without the supervision of its owner.
- Pet owners are responsible for damage caused by them to common/adjacent areas and other people’s property.
- In a separate field of the condominium book, each owner, user or resident shall enter the animals owned or taken for breeding, which are taken out to public places, and for dogs – and the number of the veterinary medical passport.
- Rules for the movement and parking of motor vehicles in the complex
- (1) Motor vehicles can only be parked in the designated parking spaces.
(2) Owners/tenants are only allowed to park in their own parking spaces.
(3) If loading and unloading activities related to an independent object in a condominium are necessary, the vehicle is stopped in a safe and appropriate place without obstructing the movement of pedestrians and other vehicles, with emergency lights on. It is mandatory to leave a mobile phone number to contact the driver in a visible place under the windshield. It is recommended that loading and unloading activities are carried out within a maximum of 15 minutes, unless for objective reasons the time needs to be longer than that.
(4) It is prohibited for vehicles to stay and stay overnight in places not designated for the purpose in the complex or in other people’s parking spaces without the consent of the owner.
(5) The owners/tenants and visitors of the complex are obliged to assist in the immediate relocation of their motor vehicles when they obstruct, have illegally stopped in a prohibited place or someone else’s parking space, as well as in connection with cleaning, snow removal or other activities related to maintenance or the repair of the complex.
- (1) The maximum permitted speed on the territory of the complex is 30 km/h, and along playgrounds and areas with the presence of children and mothers with baby carriages is 5 km/h with caution.
(2) Forcing engines and unreasonably increasing speed, which may create a feeling of unease and insecurity among pedestrians and people in the common areas of the complex, is prohibited.
- The rules for traffic on the roads of the Republic of Bulgaria apply on the territory of the complex.
- Pedestrians on the territory of the entire complex have priority over motor vehicles in every respect.
- All illegally parked cars, as well as those parked in green areas, will be forcibly removed.
- Fines and penalties
- An owner, user, occupant, tenant or visitor on the territory of the complex who violates the rules of order on the territory of the complex, established by these regulations and creates a disturbance greater than usual for other owners and residents, shall be punished with a fine of 50 to BGN 150 when it is an individual, or from BGN 200 to BGN 500 when it is a legal entity.
- The owner of a motor vehicle that has violated the traffic and parking rules, detailed in these regulations, is punished by sticking a warning note in a visible place on one of the windows of the car, and in the case of a repeat case with a fine of BGN 50 and locking with a clamp.
- A driver/owner of a motor vehicle who systematically violates traffic and parking rules in the complex or has received complaints from residents about dangerous driving is fined BGN 500, and access to the motor vehicle itself through the barrier of the complex is prohibited.
- The imposition and collection of fines and the appeal of decisions on their imposition are carried out in accordance with Art. 57 of the COMA.
- Procedure for conducting a mixed working mode of operation of the Joint General Assembly of Condominium Ownerships
- (1) In the case of a mixed mode of holding a Joint General Assembly (in person and online), aa condominium representative participate in one of the following ways, if there is technical provision for this:
- by accessing on the specified day and time a web url /link/ sent in advance by the convener of the meeting for an invitation to participate in a Joint General Assembly with the necessary password and username, held through one of the available free software platforms for video conferencing. The use of video conference cameras is mandatory to establish the identity of each participant.
- by making a video call to an attendee of the meeting and voting on the items on the agenda on his own behalf /as an owner/ or on behalf of another owner who has authorized him. The vote of the online participant is recorded in the minutes stating that he participated “online”.
(2) For the purposes of creating the protocol, the video meeting can be recorded with the express consent of the participants in the general meeting, and they vote with “for”, “against” and “abstain”, and the method of voting is written in the protocol itself.
(3) Each participant votes on the items on the agenda as representative of his condominium ownership.
(4) Each participant’s vote is recorded in the minutes, indicating whether they voted “in person” or “online”.
- Register “Video surveillance”
- The Joint General Assembly of the COs adopts decisions concerning the construction or repair of the video surveillance system and the maintenance of the “Video Surveillance” register on the territory of the common parts and adjacent areas of the Vitosha Park complex in strict compliance with the Personal Data Protection Act.
- (1) The Management Board/Manager of the JGA or other persons authorized by the JGA maintain a “Video Surveillance” register, in case such is technically available.
(2) The “Video Surveillance” register is part of the video surveillance system necessary to protect the life and health of owners, users, tenants, residents and visitors and their property in the perimeter of the Vitosha Park complex.
(3) The data in the “Video Surveillance” register are intended to prove unscrupulous acts against owners, users, tenants, residents and visitors and/or their personal property that occurred on the territory of the Vitosha Park complex.
- To protect personal data from accidental or illegal destruction, from illegal access, from modification or distribution, as well as from other illegal forms of processing, the Management Board/Manager of the JGA or other persons authorized by the JGA organize and take measures in line with modern technological requirements and the risks associated with the nature of the data to be protected.
- (1) The “Video Surveillance” register is filled with data from automatic round-the-clock video surveillance (video image) for the movement of motor vehicles, owners, users, tenants, residents and visitors in the perimeter of the Vitosha Park complex. The video recordings are stored on an NVR device installed in the service rooms of one of the condominiums.
(2) The data in the register are provided voluntarily by the persons upon entering the territory of the complex. Warning signs have been placed in prominent places in the complex that the site is under permanent video surveillance. Data from this register is stored for a minimum of 30 days.
(3) The physical protection of personal data is implemented with physical access control and software protection to the register and its records.
- (1) The following have the right to access the data in the “Video Surveillance” register:
- The persons to whom the data in the register refer, at their express request;
- The security company with which the complex has a contract;
- The Management Board/Manager of JGA;
- Managers of condominiums;
- State bodies, duly legitimized with relevant documents and written orders of the relevant body, which state the reason, the names of the persons to whom it is necessary to provide access to the personal data.
(2) Access to the “Video Surveillance” register is granted by the representatives of the Management Board/JGA Manager or other persons authorized by the JGA against a signature in the “Video Surveillance” log, which keeps a documentary record of the accesses granted.
- The “Video Surveillance” register is administered by the representatives of the Management Board/Manager of JGA or other persons authorized by JGA, incl. and through its associated technical equipment such as NVRs, CCTV cameras, distribution boxes, network cables, etc.
- If it is technically possible, a “live stream” of the picture from the cameras in the complex can be broadcast on a public or private Internet address with free or limited access.
- General infrastructure and service premises
- The representatives of the Management Board/Manager of the JGA or other persons authorized by the JGA, as well as the Manager of the CO, in which the service premises with general equipment and equipment of the complex, such as tools, construction and other materials, hoses, cables, etc., are located, incl. door and barrier controllers, as well as NVRs and other security equipment, store the keys to access them.
- Access to the service rooms with common equipment, tools and materials of the complex is given to the representatives of the Management Board/Manager of the JGA or other persons authorized by the JGA.
In case of any discrepancy between the Bulgarian and the English versions, the Bulgarian one shall prevail.

§1 These Rules were adopted by the Joint General Assembly of the owners of condominium ownerships in the Vitosha Park complex, held on May 29, 2024.
